The IJ denied withholding and CAT relief for a Salvadoran man who was threatened by gang members because of his (non-gang) tattoos. He is also scared that his ex-partner in the U.S. will get her brother, a detective and her ex, a former member of the military, to kill him. The IJ denied relief, and the BIA remanded.
